Ⅰ. Recalculation of Benefit Payment for Retired Military Personnel

1. To Recalculate Benefit Payment by Law

The third reading of Amendments to the Regulations of Act of Military Service for Officers and Noncommissioned Officers of the Armed Forces were passed on June 20, 2018. After the announcement of the Presidential Office on June 21, Executive Yuan approved the implementation. The Ministry performed the parameter adjustment according to the amended provisions, and officially invited three paying agencies, Veterans Affairs Council, Public Service Pension Fund Management Board, and Bank of Taiwan, to provide retired personnel with original information and then input it in the system for recalculation, assisting to implement the double-checked data after recalculation. Cooperated by three paying agencies, all amounts of benefit payment will be accomplished by laws and regulations.

Ⅱ. The Content of Recalculated Table of Benefit Payment for Retired Military Personnel (Retirement Payment for the Uniform Service)

(1) Target for Recalculation

a. The personnel who receive retirement payment for the uniform service.

b. The personnel who receive lump-sum retirement payment for the uniform service in old system.

(2) Benefit Payment Before Reform: (A Block Column)

Original information will be provided by three paying agencies to retired military personnel.

a. Included:
Retirement payment in old system (A1), Retirement payment in new system (A2), Differential Pay (A3), Subsidy for Dependents (A4), Dependents’ Money in Lieu of Kind (A5)

b. Not Included:
(1) To supplement benefit payment difference (A6). Except the retired personnel in old system before December 31, 1997, others are not included.
(2) Monthly Compensation (A7). Except the amounts are lower than the minimum insured amount (NTD 38,990), others are not included. For those whose total benefit payment is lower than the minimum insured amount, the monthly compensation which will be recalculated and informed by the Ministry will then be handled and paid by the authority, Veterans Affairs Council.

c. Total Amount of Benefit Payment Before Reform Is the Sum of A8+A9 (monthly interest of preferential deposits)

(3) Calculation of Benefit Payment After the Amendments of the Regulations of Act of Military Service for Officers and Noncommissioned Officers of the Armed Forces: (B Block Column)

a. Approved Rate (B1)

Taking approved year of employment as the basis for calculation, 55% will be given when the year of employment reaches 20 years, and 2% will be added every year. The fractural amount will be calculated by month (0/12 month).

b. Approved Amount (B2)

(1) Double amount of the current salary (according to current position and level) X approved rate (B1)
(2) Appointed amount (B2) will be paid evenly from Veterans Affairs Council (B31) and pension fund (B32). Veterans Affairs Council will be 70% and pension fund will be 30%.

(4) Adjusted Difference: (C Block Column)

a. According to Article 26.3 of the Regulations of Act of Military Service for Officers and Noncommissioned Officers of the Armed Forces, original benefit payment (A8+A9) will be paid the same for those whose benefit payment (A8+A9) is lower than new approved retirement payment for the uniform service (B2).

b. For those whose benefit payment (A8+A9) is higher than new approved retirement payment, the amount will be decreasing within ten years. (See table D1-DB)

e. Decreasing the Amount within Ten Years: (D, E Block Column)

a. For adjusted deference (C1), the decreasing order will be the interest of preferential deposits (E6), the amount paid by Veterans Affairs Council (E1), the amount paid by pension fund (E2).

b. The personnel’s bank account in old system (post office), transferred by Veteran Affairs Council (E1)

c. The personnel’s bank account in new system (Bank of Taiwan, Taiwan Corporate Bank, First Bank), transferred by Pension Fund (E2)

d. Insured Amount of Preferential Deposits (E6)
(1) The personnel whose total amount of benefit payment before reform (A8+A9) is lower than minimum insured amount.
(2) The personnel who were injured by war or work, disabled, or the officers and soldiers who are over 85 years with Colonel and lower rank receiving retirement payment for the uniform service or retirement payment for the disabled soldier.
(3) If the deference is after 2 decimal places derived from the interest of preferential deposits, it will be adjusted to the payment transferred by Veterans Affairs Council (E1).
For example:
1 million (principal) X 15.15%/12 month = NTD 12,625/monthly interest
1 million (principal) X 15.151234%/12 month = NTD 12,603/monthly interest
The difference is NTD22/monthly interest, and it will be adjusted to the payment transferred by Veterans Affairs Council (E1).
(4) The principal of preferential deposits (E4) will be returned to the personnel in the 11^th year.

e. The total amount of benefit payment after reform is the sum of E1+E2+E6.

Ⅲ The Content of Recalculated Table of Benefit Payment for Retired Military Personnel (only preferential interest deposits)

(1) 18% interest rate will be remained for those whose monthly interest is lower than the minimum insured amount (the principal is lower than NTD 2,599,333.)

(2) The monthly interest is higher than the minimum insured amount
a. The first-second year starting from the day of implementation (107.7~109.6), yearly interest 12%
b. The third-fourth year starting from the day of implementation （109.7~111.6）, yearly interest10%
c. The fifth-sixth year starting from the day of implementation （111.7~113.6）, yearly interest 8%
d. The seventh year starting from the day of implementation （113.7 afterward）, yearly interest 6%

◎Recalculation Description:

According to the Regulations of Act of Military Service for Officers and Noncommissioned Officers of the Armed Forces (the Regulations hereinafter), the monthly retirement payment from July 1, 2018 will be recalculated by the agency:

Ⅰ. The monthly retirement payment for the uniform service, preferential interest, and monthly compensation according to the basis of calculation before the implementation of the amended Regulations which are lower than the payment after the implementation, the total amounts will be paid. If amounts are higher, the difference will be decreased in average within 10 years from July 1, 2018 until there is no difference at all. The decreasing method can be seen in appendix 4.

Ⅱ. The personnel who were retired before the amendments, retirement payment shall be based on the double of the current salary (according to current position and level). However, when the difference is decreasing as the above regulation, it should not be lower than the sum of salary and professional allowance of a second lieutenant class 1. The original retirement payment is lower than the sum of salary and profession allowance of a second lieutenant class1, the retirement payment will be paid as the original amount.

Ⅲ. According to Article 26.3 of the Regulations, for the personnel who need to decrease the difference within 10 years, the principal of preferential deposits will be returned in the 11^th year and retirement payment will be paid according to Article 26.2.

Ⅳ. Except Lieutenant General and Major General who were retired before the new system starting on December 31, 1996 need to supplement the difference, other difference for supplement (A6) will not be included in the amendments.

Ⅴ. According to Article 47, the personnel who had received monthly compensation (A7) before the amendments, based on the approved year of employment for retirement and salary level, should calculate the compensation and see if there is any balance after the monthly compensation before and after the amendment has been deduced. If there is balance, then it should be supplemented. It not, no balance will be supplemented at all.

◎Added Notification of Personal Rights for the Amendments:

Ⅰ. Preferential Deposits:

(1) Renewal Procedure:
a. If the contract of preferential deposits would not be expired on July 1, 2018, the expiry date shall be adjusted to July 1, 2018. Except the condition mentioned in the third provision, others shall go to Bank of Taiwan to renew the deposits according to the result of the recalculation table.
b. If the contract of preferential deposits had expired before June 30, 2018 without renewal, the personnel shall bring this letter, appendix, ID, passbook, and stamp to the branch of Bank of Taiwan for deposit and renew the deposits according to the result of the recalculation table.
c. Since July 1, 2018, when the contract of preferential deposits had expired, Bank of Taiwan will not proceed the renewal if the following conditions happen: “the rights of preferential deposits had been lost,” “the rights of preferential deposits had been stopped or suspended,” “the interest of preferential deposits had been overdraft or withdrawn by mistake,” “the personnel had abroad and the moving-out registration had been proceeded by Household Registration Office,” “preferential deposits had been proceeded for time deposit,” or “preferential deposits had been applied by a depositing slip.” Except those personnel who have lost the rights of preferential deposits, others place bring this letter, appendix, ID card, passbook and stamp to the branch of Bank of Taiwan for deposit and renew the deposits according to the result of the recalculation table. For those with “the rights of preferential deposits had been stopped or suspended,” or “the interest of preferential deposits had been overdraft or withdrawn by mistake,” the deposits can only be renewed after the causes have no longer existed.
d. The personnel’s preferential deposits that had been applied for automatic renewal will not be automatically renewed according to the original content shown in the application.  It will be renewed according to the regulations of preferential deposits.

(2) Renewal Amount:
a. The amount of preferential deposits is lower than the approved amount, the preferential deposits should be proceeded according to the amount actually deposited.
b. If the amount of preferential deposits has been released and withdrawn because of personal reason (including the amount of preferential deposits has not been supplemented after being seized by the court), then the withdrawn amount shall not be deposited again.

(3) After the amount of preferential deposits is reduced by calculation, the amount that cannot be proceeded as preferential deposits can be withdrawn by the individual’s will or deposited with the interest rate of current savings deposit. When the amount of preferential deposits is reduced to zero, the account shall be closed.

Ⅱ. The retired personnel who enrolled and studied in the military school after January 1, 1997 and were retired after June 5, 1998 should supplement the amount for year of employment in the military school:

The personnel who were retired and received benefit payment shall first supplement lump-sum pension fund according to the ratio regulated on Article 29.2 within a year after notification by the approved agency, then the year of employment can be included and the benefit payment shall be adjusted from the next year. After the year of employment in the military school has been included, those personnel who get retirement payment for the uniform service or retirement payment for the disabled soldiers have to get lump-sum retirement payment for the uniform service if the pension fund has not been supplemented before deadline according to Article 36.

◎Notification of Preferential Deposits:

1. Renewal Procedure
(a) If the contract of preferential deposits would not be expired on July 1, 2018, the expiry date shall be adjusted to July 1, 2018. Except the condition mentioned in the third provision, others shall go to Bank of Taiwan to renew the deposits according to the result of the recalculation table.
(b) If the contract of preferential deposits had expired before June 30, 2018 without renewal, the personnel shall bring this letter, appendix, ID, passbook, and stamp to the branch of Bank of Taiwan for deposit and renew the deposits according to the result of the recalculation table.
(c) Since July 1, 2018, when the contract of preferential deposits had expired, Bank of Taiwan will not proceed the renewal if the following conditions happen: “the rights of preferential deposits had been lost,” “the rights of preferential deposits had been stopped or suspended,” “the interest of preferential deposits had been overdraft or withdrawn by mistake,” “the personnel had abroad and the moving-out registration had been proceeded by Household Registration Office,” “preferential deposits had been proceeded for time deposit,” or “preferential deposits had been applied by a depositing slip.” Except those personnel who have lost the rights of preferential deposits, others place bring this letter, appendix, ID card, passbook and stamp to the branch of Bank of Taiwan for deposit and renew the deposits according to the result of the recalculation table. 2. Renewal Amount:
(a) The amount of preferential deposits is lower than the approved amount, the preferential deposits should be proceeded according to the amount actually deposited.
(b) If the amount of preferential deposits has been released and withdrawn because of personal reason (including the amount of preferential deposits has not been supplemented after being seized by the court), then the withdrawn amount shall not be deposited again.

3. After the amount of preferential deposits is reduced by calculation, the amount that cannot be proceeded as preferential deposits can be withdrawn by the individual’s will or deposited with the interest rate of current savings deposit. When the amount of preferential deposits is reduced to zero, the account shall be closed.

Ⅱ. Intellectual Trip of National Defense - 2018 Activities at the Barracks of Taitung Chi-Hang Air Base

1. For the purpose of showing the effectiveness of the National Army in preparing the combat and letting people witness the result of Air Force’s intensive training, this activity in the barracks is held to stimulate the significance of national defense and gather people’s attention to it, building up the excellent image of the National Army. We also cooperated with Balloon Festival held by Taitung County to make this activity marvelous and impressive.

2. Activity Planning:

(a) Date: July 14, 2018 (Saturday) 08.30 am – 20.30 pm (See appendix 1 for Activity Timetable.)
(b) Concept: To memorize “Incident of July 7” and the 81th anniversary of Air Force victory on “August 14,” we plan to welcome visitors to enter the barracks and participate in the activities there. By showing the military force, having fun fair and regional National Army recruitment to strengthen people to support and approve National Defense.
(c) Invitation Target: All residents, local government leaders, elected representatives, local gentry, reporters, retired military generals, the defendants of military officers and soldiers, students, and agencies and organizations are welcome to visit to strengthen the promotion.

3. Items: Air Force Thunder Tigers stunt performance and three main powerful fighter demonstration, Air Force Honor Guard performance, static equipment exhibition, funfair, group performance and balloon festival (please see appendix 2 for static exhibition equipment).

4. Notification:
(a) For the residents who visit the barracks, please carry the ID card, driving license, or NHI IC card and provide it automatically for inspection before entering.
(b) In order to keep the principle of military administrative neutrality, visitors shall not wear, distribute, post election-related clothing, propaganda, flags, or engage in campaigns.
(c) Except the organizer, any drone or remote control aircraft shall not be allowed to enter the barracks in order to keep the barracks confidential and flight safe.
(d) Notification for Foreigners:
1. Foreign caretakers shall present the legal documents like passport and residence certificate for the Taiwan area. After the documents have been inspected and registered by the accompanying person, they are able to visit.
2. Before obtaining the ID card, the foreign-born spouse or spouse from China should be accompanied by the Taiwanese spouse to the barracks with legal documents like the ID card of the spouse and personal residence certificate for inspection.
3. Except application in advance with approval, the above foreigners are not allowed to apply temporarily for entering the barracks.
(e) The surrounding area of Taitung Airport is very hot in July; therefore, the alternative venue and art and cultural area in Air Base are equipped with air conditioner for people to take a rest. We also signed a medical support agreement with surrounding hospitals like Taitung Mackay Memorial Hospital and Taitung Hospital to establish a joint medical assistance team, providing 4 first-aid stations for people with assistance and keeping people safe. Please prepare personal sun protection well and drink plenty of water sufficiently.

Ⅵ. Transportation Information:

1. How to get there:
a. Only the vehicles with the pass can enter the barracks. This activity will be started from 07.00am and there are three points for visitors to take the shuttle bus: Siwei Road, Taitung City, Tiehua Road, Taitung City, and Taitung Train Station.
b. For the connection outside the barracks, obvious instruction will be set up on the intersection. The traffic control members will guide and divert the non-visiting vehicles from visiting vehicles in order to avoid traffic congestion.

2. Shuttle Bus Service:
a. Go: The first shuttle bus will be arrived at every stop at 7.00 am. After finishing the identity inspection, visitors can this special bus to the barracks. No bus will take visitors to the barracks after 20.00 pm.
b. Return: After entering the barracks at 08.00 am, visitors can leave the base by taking the shuttle bus. The activity will be finished at 20.30 pm, and all visitors will be drove away from the barracks.
c. Duration: The bus can be flexibly arranged at peak time. At off-peak time, a bus comes every 10-15 minutes. The bus will be connected from point to point; no service for getting on or off will be provided along the way.
d. The shuttle bus service is organized by Taitung County Government. Visitors who want to use this service please pay for the ticket as follows:
(1) Normal people: NTD50 (round trip)
(2) For those who meet the requirement of buying the special price like half-price, elderly, disability, and companion, please bring the relevant documents for inspection before getting on the bus.
